I seen this bird in Redcar, Cleveland, UK. It was swimming underwater in a lake and catching fish. It was very unusual and never left the water.

Can anyone identify?

Almost certainly a Cormorant. They're accomplished swimmers using their tail as a rudder under water. They look half sunk even when on the surface (as in your lovely picture). Quite happy to fish in ponds, lakes or rivers they can often be seen afterwards holding their wings out to dry in the sun.

These are not to be confused with the Shag which although initially looks quite similar, are slightly smaller and are usually found along the coast.
